 Burton-in-Lonsdale Parish Council

Thursday 2nd July 2009, in the Village Hall

 

 

Present: Cllrs. Burns (Chairman), Handley (part), Mason, and Salrein, and Whitworth; County Councillor Ireton, District Cllr. Barrington.

In attendance: The Clerk.

Apologies: Cllr. Hird, and District Cllr. Camacho.

 

The Chairman welcomed Cllr Whitworth, following absence due to illness.

 

1.       Declarations of interest (if any) re this meeting; signing of Declarations Book; changes to be updated on Register of Members’ Interests

      There were no declarations of interest.

 

2.       Minutes of the Annual Parish Council Meeting and the Parish Council Meeting of 29th May 2009.

The Clerk apologised for omitting to circulate the minutes for the Annual Parish Council meeting, undertaking to do so at the earliest opportunity after this meeting.

 

The Minutes for the ordinary meeting of 29th May 2009 were circulated to all councillors prior to this meeting and taken as read.

Resolved

The Minutes for the above meeting were accepted as a fair record.  The Chairman signed and dated the Minutes. Copies of the Minutes were made available for the Village Hall Notice Board.

 

3.       Public Questions or Statements. There were none.

 

4.       Matters Arising from the Minutes of 29th May 2009 (Annual Parish Council Meeting & monthly Parish Council meeting), if not on this Agenda.

There were no matters arising.

 

5.      Police matters: No report.

6.      Finance Matters

a)      Bank balances as at 19th June 2009

            The Clerk presented the bank balances as at 19th April 2009 with a schedule

            of commitments and payments. (Appendix 1).

 

b)      Payments of budgeted and non budgeted items; donation to Village Event  

      12th July in respect of insurance costs.

            Resolved

To authorise payments on behalf of the Parish Council as per Appendix 1, and to donate £95 toward event insurance costs for the forthcoming event hosted jointly by the Village Shop Association and Village Hall Committee on the Recreation Field.

Resolved

To investigate the possibility and cost of event insurance by the parish council on behalf of (say) four or five events in a twelve month period through both the insurance company and the internal auditor, as regards procedures.

 

c)      Annual financial risk assessment

      Resolved

The Clerk to send all relevant models of financial risk assessment and controls to Cllr Whitaker to consolidate into a document for this parish council.

 

d)      Annual assessment all other risks

      The draft risk assessment was circulated to all councillors prior to the meeting; the following was noted:

·         The Recreation Field and Children’s Play Area are visually monitored on a weekly basis, and an annual safety inspection is made about April of each year.

·         2008 recommended maintenance to children’s play equipment is underway; safety mat funding being investigated.

·         Dog fouling on Recreation Field to be monitored; A notice to be put in the Burtonian advising of ‘No Dogs’ policy.

 

7.      Reports

County, District and Parish Councillors

District Councillor Barrington reported on the proposed revised waste collection consultation, where the local councils are not in favour of the suggested two-weekly cycle for general waste.  It was agreed recycling would have to increase considerably before general waste collections could be reduced to two-weekly/twice monthly. Councillor Mason suggested residents needed more evidence of the recycling activities, possibly to encourage greater efforts.

 

The Local Area Forum is at Ingleton on Thursday 16th July between 3 and 8pm.

 

The Bentham Give and Take Day (bringing unwanted items, and taking wanted items, no money changing hands) was successful, and may be repeated next year.

 

The Village Shop’s funding application is being considered at the 8th July panel.

 

County Councillor David Ireton was re-elected as County Councillor for the North Craven Division in the recent elections; North Yorkshire County Council is being re-organised on an executive-style format, with a leader and deputy leader.  Cllr. Ireton is serving on the following committees: Economic Development, Planning, Education Travel Appeals, Employment Appeals, as well as the North Yorks Police Authority.

 

Cllr Ireton informed the meeting there is local concern about police manning levels in the outlying rural areas.

 

Ireby Road/A65 junction: Cllr. Ireton suggested possibly contacting the Lancashire Coroner regarding the outcome of inquest into the recent fatal road accident at the junction.

8.30pm      Cllrs Barrington & Ireton left the meeting.

     

      Parish Councillors Reports

Cllr. Salrein reported continued non-compliance of Burton Community Sports with the terms of the lease regarding maintenance/upkeep of the area around the all-weather pitch despite requests from the Clerk on two occasions to rectify matters.  After lengthy discussion, it was

To write to BCS, expressing concern regarding the lack of maintenance and potential compromise of road safety, and requesting early confirmation that the roadside trees would be pruned, grass cut, etc.

 

It was also noted the replacement boards on the roadside end appear to be unsuitable, as they are splintering, and a hazard to players, which is BCS’s responsibility.

 

Clerk, YLCA

The Clerk reported there had been no response as yet from the tree maintenance contractor; Clerk to pursue.  In addition to the trees on the Riverside Land, the contractor should inspect the trees on the land leased to Burton Community Sports and the mature flowering cherry tree on the Village Green. Clerk also to get Conservation Area permission for possible work.

 

Woodland Trust: No report.

 

Village Hall Committee: Cllr Salrein reported the Village Hall railings will be repainted shortly.

 

Joint Access and Rights of Way Committee: nothing to report.

 

Bentham Common Lands Charity: confirmation of parish council’s representative trustee received last month from the Secretary; however, no details of other Trustees, as requested. Cllr Mason reported Mr Wills (another Trustee) hopes to call a meeting shortly. Cllr Mason also has a copy of the minutes of 22nd May 2008.

 

8.      Recreation Field

a) Play Area Maintenance: annual inspection report; safety tiles funding

The Annual Safety Inspection was made on 26th June 2009; generally good report regarding work done to date, and steps being taken to acquire safety matting.  However the main concern this year is that of the tyre swing, as there seems to be no solution to the related safety issues (too near top bar, no clearance underneath for feet).  The council is to consider its options regarding a replacement at the next meeting.

 

b) Summer Grass cutting.

The grass around the pitch and in front of the portacabins was cut, dried, and baled last weekend by someone unknown.  Cllr. Salrein confirmed it was     someone connected to Ingleton AFC and would be acceptable.

 

c) Hot Air Balloon Flight Vouchers: fund-raising ideas

After a lengthy discussion it was

To hold a sealed bid Auction of the tickets to raise funds for the Recreation Field’s upkeep.  Clerk to draw up ‘rules’. Draft an advert and press release, circulating all councillors before publishing.

 

d) Request to use Recreation Field for Village event 12th July 2009

Resolved

Permission granted to use the Recreation Field for joint village organisations event, with usual provisos.

 

9.      Village Green: tree maintenance

Clerk not yet had reply from tree maintenance contractor, and will contact him again re an inspection date (see Clerk’s report above).

 

10.  Craven District Council

a) Planning Matters: permission granted for 5/2009/9399, 9459, 9460: noted.

b) CDC Area Forum 16th July Ingleborough Community Centre 7pm: noted time actually 3-8pm.

 

11.  North Yorkshire County Council

a) Ireby Road/A65 Junction safety: letter from Ireby resident.

Following a recent fatal accident at the junction of the Ireby Road and A65, it was agreed the Parish Council should write to the Ireby & Leck Parish Council expressing support for a review of the junction’s layout, as this was the second fatal accident since January. Letter to mention approach to Lancashire Coroner for findings re accident.

 

12.  Correspondence

During this item Cllr Salrein again expressed concern that Mr A Burns was not receiving proper recompense for his efforts regarding Recreation Field maintenance.

Cllr. Burns declared her interest, stating she did not wish to take part in the discussion.

The general feeling was that Mr Burns had very kindly done work unbidden re maintenance items, but had not charged the council for time spent; therefore it was

Mr Burns be paid the sum of £100 to cover labour for items of village maintenance, including re-painting of slide, Recreation Field gates, stone wall repairs, etc.

The next meeting will be held on Thursday 30th July 2009, at 7.30pm in the Village Hall.
