Annual Meeting of the Parish Council

3. Election of Chairman for the year 2009-10; handover of
the Chair to the new Chairman, signing of Declaration of Acceptance of Office by
Chairman
Resolved
Cllr Burns
was unanimously re-elected Chairman for the year 2009-2010.
Cllr Burns
signed the Declaration of Acceptance of Office.
4. Election of Vice Chairman for the year 2009–10; Signing of
Declaration of Acceptance of Office by Vice Chairman
Resolved
Cllr Handley
was unanimously re-elected vice-Chairman for the year 2009-2010.
Cllr Handley
signed the Declaration of Acceptance of office.
5. Recreation Field Committee – appointment of 3
members
Resolved
Cllr Burns
and Cllr. Mason were re-appointed to the Recreation Committee for the year
2009-2010.

To appoint Cllr Hird as the third Committee
member.
6. Financial Report
a) Accounts for year ended 31st
March 2009: internal audit & report.
The Clerk, as Responsible Financial
Officer, presented the Internal Auditor’s report (see appendix 1). There were no questions outstanding.
b) Appointment of independent internal auditor
for year 1st April 2009 to 31st March 2010.

Yorkshire Internal Audit Services be appointed as internal auditor to 31st
March 2010.
c) Financial risk assessment: review
Resolved
To conduct a complete review for the next
meeting.
d) Appointment of internal Finance Committee
for year 2009-2010
Resolved
To appoint Cllrs Burns, Handley and
Whitaker to the Finance Committee for the year 2009-2010.
7. Election of Parish Council Representatives to
Outside Bodies
for year 2009 - 2010 (not necessarily from
within the Parish Council):
a) Village Hall Committee - 2 representatives
Resolved
Cllr. Salrein appointed as Parish Council
representative to May 2009.
One position remains open.
b) Joint Access and Rights of Way Committee -
2 representatives
Resolved
To receive reports/report faults via David
Gibson, a local member of the JARW Committee. Two positions open.
c)

To confirm C Dodson continues to liaise
with the Parish Council. One position open.
d) Woodland Trust - 1 representative
Resolved
No-one appointed; one position open.

The Clerk represent the Parish Council.
One position open.
f) NYCC Emergency Committee - 1 representative
Resolved
Cllr Handley appointed as parish Council
representative to the NYCC Emergency Committee.
g) Bentham Common Lands Charity 2008 – confirmation
of 1 representative appointment to Trustees
The Clerk confirmed the two new members’
names appear on the Charity Commission’s BCLC web page, although no official
confirmation has been received from the Secretary.
Cllr. Mason continues as the Parish Council
representative for a further three years (until 2011-2112)
h) any other bodies requesting representation
from the parish council. There were none.

recent audit of
I have carried out the final audit of the
council for 2008/9, and I am pleased to inform you that I have signed off
section 4 of the audit commission return as required.
Bank Accounts.
The bank accounts were checked, and your bank reconciliation of the Parish Council current account for 31st March 2009 was agreed. All other bank accounts were checked and agreed .The overall total of the bank balances was £13414.62.
Parish Council invoices were vouched for April and March. All were found to be correctly recorded.
General
I reviewed the other records supplied and found them to be well maintained and accurate. I should like to thank you for your warm welcome and look forward to my next visit.
