Burton-in-Lonsdale Parish Council Recreation Committee

Wednesday 15th April at 7.30pm, at 9 Greta Heath

 

 

Present: Cllrs. Burns (Chairman), Mason.

In attendance: The Clerk.

Apologies: Cllr Whitworth.

 

1.  Declarations of interest (if any) re this meeting; signing of Declarations

     There were no declarations of interest regarding the agenda items.

 

2.  Public Questions or Statements: see attached conditions

3.  Play Area Maintenance

·     Safety tiles: supplier’s prices, cost of installation; action to be taken

The Clerk has obtained preliminary prices for safety tiles (neither include installation costs):

a)  Company A: 23mm thick 1.5m x 1.0m

     to meet BSEN 1177

Total, excluding VAT = £ 2,961.76

Total, including VAT @ 15% = £ 3,406.02

 

b)  Company B (2008 prices): 23mm thick 1.5m x 1.0m

     to meet BSEN 1177

Total, excluding VAT = £ 5,005.00

Total, including VAT @ 15% = £ 5,755.75

 

Resolved

a)      To enquire if Burton Regeneration Group could take on the project of fitting safety matting under all the play area equipment

b)      To obtain official quotes for safety matting for all play area equipment

c)      To research funding sources.

 

·     Annual Safety Inspection

Resolved

To apply for the annual accompanied inspection once the current maintenance work of re-painting the slide and entrance gates is finished.

 

4.  Portacabin

 

  • Utility costs: review of policy; apportionment of costs to users; action to be taken

After lengthy discussion, during it was acknowledged the greater proportion of annual utility costs appear to be incurred during winter months, when only one organization uses the portacabin, it was

Resolved

To retain the current percentage shares of the annual costs between the four main users as per the minutes of 29th January 2009, page 109, namely:

Bowling Club                                        20%

            Parish Council                                       10%

Craven Wanderers Football Club            15%

Ingleton A.F.C.                                     55%

as this appeared to reflect each organization’s current usage.

 

Both the Bowling Club and Craven Wanderers have paid their respective shares of utilities costs for the period June 2006 to August 2008; Ingleton AFC has not yet paid (amount outstanding: £237.58); a letter was sent in October 2008 to user organisations outlining the costs breakdown. An official invoice has not yet been submitted to IAFC. It is thought that IAFC has assumed it does not have to pay anything toward the utilities costs, as it maintains the portacabin and cuts the football pitch grass on behalf of the Parish Council; however, it was agreed during a meeting on 10th February 2007 that IAFC would contribute a proportion of the costs.

To send a letter to Ingleton AFC requesting the unpaid charges for the period June 2006 to August 2008 be paid within 30days, submitting an official invoice. (Clerk to draft letter and submit to the Committee for approval.)

To draw up invoices re the share of utilities costs to be borne by each user for the period September 2008 to March 2009.

To inform Craven Wanderers the percentage share of utilities costs remains unchanged. However, the Parish Council offers a reduction in the price charged to use the pitch to £5 per match until further notice (start date of new rate not specified).

To draw up an official agreement between IAFC and the Parish Council as to what IAFC may do in return for use of the football pitch, and re-stating the percentage share of the utilities costs to be paid by IAFC. Such an agreement would include permission to carry out routine maintenance such as grass cutting on the football pitch and around the portacabin, essential plumbing, etc; reviewable annually.

 

  • Hygiene and tidiness by users for other users

Again, a lengthy discussion ensued; IAFC had agreed other Recreation Field users could use the portacabin facilities provided the facilities were left in a clean and tidy state for IAFC.  It was noted with great regret the current condition of the portacabin leaves much to be desired, regarding tidiness and cleanliness.

To ask IAFC to clean and tidy the portacabin in readiness for the summer users.

 

 

 

 

5.  Football Pitch and Surrounding Area

  • Weed treatment, grass seeding

IAFC have requested permission to weed and re-seed the football pitch area of the Recreation Field.

Resolved

To take the request to the full parish council meeting next week (23rd April 2009) for a decision.

 

  • Summer mowing

Resolved

If IAFC has permission to re-seed the football pitch, to recommend to the full parish council the summer mowing of the football pitch and surrounding area be done by IAFC, as the new grass would not get churned up by heavy equipment (e.g. tractor) during the summer cuts.

 

6.  Parking Area

  • Introduction of lockable parking posts; key security

The Clerk reported there has been no further progress, although she was assured the lockable post was being purchased soon after the last full council meeting.  There is concern the lockable post will be installed without notice, nor extra keys as requested, which may prevent the hot air balloon company using the Recreation Field as a launch site.  Clerk to monitor.

 

Other items discussed:

a)      Clerk to get confirmation the balloon flight vouchers sent to the parish council last year are valid and can still be used.

b)      Concern expressed regarding the lack of general maintenance (eg tree pruning, grass cutting, etc) on the Burton Community Sports Association’s area, including the all-weather pitch.  The BCSA AGM is being held next week; some information re maintenance should be forthcoming afterwards.
