Minutes of the Parish Council Meeting of 26th
February 2009
The Minutes for the above meeting were circulated to all councillors prior to this meeting and taken as read.
The Minutes for
the meeting of 26th February 2009, with one amendment (attendees)
were accepted as a fair record. The
Chairman signed and dated the Minutes. Copies of the Minutes were made
available for the Village Hall Notice Board.

Matters Arising from the Minutes of 26th
February 2009, if not on this Agenda
· Chapel Lane Junction subsidence: Clerk to
contact United Utilities.
· Ash saplings on side of road going toward
Greeta House: NYCC looking into matter.

Police matters
Clerk reported on PC McClurg’s behalf
several valuable mountain bikes were stolen from an Ingleton shed, and three
more some days later, in the locality.
Recreation Field: damage to turf: PC
McClurg has spoken to driver of a known car and expects no more trouble.

Finance Matters
a)
Bank
balances as at 19th March 2009
The Clerk
presented the bank balances as at 19th March 2009 with a schedule of
commitments and payments. (Appendix 1).
Although there appears to be a surplus at year end, Councillors were
reminded the final invoice for street lighting power supply has not been
received.
b)
Payments
of budgeted and non budgeted items

c) Footway Lighting Maintenance Contract
2009-10: request for confirmation
Resolved
To accept NYCC’s letter confirming
maintenance price rise of between 7% and 8% for the year 2009-10, together with
the Routine Maintenance (2-yearly lamp change etc) being carried out during
2009-10 (previously expected to take place during 2008-2009).
The Clerk noted the 2009-10 prices accepted
in January included an 8% rise.
8.
Reports
· re-consideration of a proposal to build a roundabout
at the junction of the A687 and A65 (at Country Harvest), which would include
moving the entire junction toward Westhouse, away from Ingleton/Country
Harvest.
· An award of £1,500 paid from the Policy
Property Fund will be handed to the Village Shop Association to be used for the
planned shop front improvements.
District Councillor: District Cllr. Barrington reported
· The Monday drop-in service at Bentham and
Ingleton has been retained.
· An interim Finance Officer has been
appointed
· The new Chief Executive visited the area on
24th March.
· From 1st April there is free
swimming for the over-60s in Craven District.
· Speed matrix traffic monitoring is
available on a first-come, first-served basis.
Parish Councillors:
· Cllr Salrein reported a loose manhole cover
outside
Clerk (including
YLCA); Local Information Event Sat. 28th March.
· Mill Hill: enquiries are not yet complete,
and will require a little more work before reporting back to the Parish
Council.
· Clerk agreed to make a small poster,
advertising the current parish councillor vacancy, for the Local Information
Morning at the Village Hall on 28th March.
· Very Old and Separate Churchyard enquiries:
a local solicitor has verbally offered to read council papers relating to this
matter and give advice re future direction of enquiries for £50; the Clerk has also made enquiries to the
YLCA.

To await the YLCA response before
committing to inviting a local solicitor
to read the paperwork.
Woodland Trust: no response to email enquiry about WT policy
regarding removal of cut wood; clerk to follow-up.
Village Hall Committee: Cllr Salrein reported the system
continues to be under review.
Joint Access and Rights of Way Committee:
A
new footpath sign has been installed at Green Knoll, on the
Bentham Common Lands Charity

Mason reported no further meetings have taken place and nothing to report.
9.
Recreation Field
a) Play
Area Maintenance: maintenance programme for 2009
Cllrs Mason and burns reported the child’s
swing has been re-instated. Remaining
work: tightening of walkway chain and painting of slide and gate, which were
expected to be completed as warmer weather has arrived.
Safety mats/specialised webbing: Clerk has
asked seven companies for prices; Cllr Mason suggested contacting a

a)
Planning Matters
Applications15/2009/9459 and 9460: Two storey extension and internal
alterations, Low Threaber, Westhouse,

difficulty accessing details on-line.

Traffic Calming – NYCC response re traffic speed survey results
NYCC responded by pointing out the 2004,
2006 are mean speeds and the 2008 results are 85%ile speeds) However, overall the traffic speeds are
higher than in 2006 (immediately following the scheme’s introduction). It was pointed out further measures would be
required to reduce traffic speeds, which would require a full consultation, as
with the current scheme. Another option:
to move the 20/30pmh limit further into the village “which would then allow the
police to carry out enforcement in the vicinity of the school”. Any request for scheme alterations would have
to be assessed given a points score and put on the Capital Reserves List. Since the scheme was introduced there have
been no recorded injury incidents; any alterations would not receive a high
enough points score to receive funding in the near future.

To take no further action at this point,
but to request Craven District council to install a speed matrix as mentioned
in its recent Parish Councils Newsletter.
b)
Gully Cleaning schedule
A revised schedule proposing 2 full cleans
per year for category 2 and 3 roads; other categories: one clean per year
(except those roads identified as having flooding issues).

To monitor road conditions and report any
drainage issues if/when they arise.
c) Bus
Shelter project (
Although NYCC’ Integrated Passenger
Transport has put the project on its infrastructure reserve list, the Police
Property Fund was made aware of the funding application and has pledged £1,500.
